The Government recently published the long-awaited Green Paper on long-term funding for social care. This proposes to establish a National Care Service in which anyone who meets a new England-wide eligibility threshold will be entitled to some state funding for their personal care.
However, as life expectancy rises, and care costs become ever higher, public funding will not be sufficient to cover the costs of social care in the future. Therefore, the
Department of Health proposes to use money currently spent on Attendance Allowance, which is paid to all older people with care needs, to help fund the new service.
Specifically, the Department of Health suggests that the state should fund a minimum of a quarter to a third of the care costs of people in need, with more state funding
available for people who are less wealthy.

In Lancashire we are putting together a Dementia Outcomes
Framework and pathway that will be used to develop future services for people with Dementia.
We are facilitating a Consultation event for people with Dementia and their carers to make people aware of the National Dementia Strategy and gain views on local services and ideas for future services.
The Dementia Framework including outcomes identified by people with Dementia and their carers will be published in Autumn 2009.

The revised document would abolish the existing five codes of conduct
The COMPACT's five codes of conduct would be abolished by a new draft version of the agreement published this week.

The original Compact, which was written in 1998 to outline how the public and voluntary sectors should behave towards each other, is underpinned by codes on funding and procurement, volunteering, consultation and policy appraisal, community groups and black and minority ethnic groups.
The draft new version, which at 56 pages is about a third of the size of the original, replaces the codes with three sections on involvement in policy development, allocating resources and commissioning and achieving equality.
The draft Compact contains 96 undertakings for signatories, compared with almost 500 in the existing Compact.
Consultation on the draft version closes on 12 October. A final version will be published during Compact Week from 2 to 8 November.
It is important that the VCFS in Hyndburn respond to this Consultation. |

Strengthening local democracy: Consultation
This consultation explores whether local government has the powers it needs to meet today's challenges, as part of the Government's drive to renew Britain's democracy and build trust in the political system at all levels. It sets out a range of proposals to promote democratic renewal and strengthen the power and responsibility of local government by:
- giving councils more scope to scrutinise the spending and decisions of local service providers;
- exploring whether there are barriers to using existing powers and whether there are other powers which councils should have;
- ensuring councils have the powers and responsibilities they need to tackle climate change;
- exploring how the powers and responsibilities of sub-regional structures should be matched by clear and accountable leadership; and
- exploring how to articulate, develop and support the relationship between central and local government so that respective functions are clear and transparent to citizens.
This consultation applies to England only. It runs from 21 July 2009 to 2 October 2009. |
