The third sector is key to delivering ambitions to strengthen the involvement of the
community in shaping better places. It has an essential role in decision-making and in delivering services which meet the needs and aspirations of those who use them. The
Government wants the best local partnership working with the third sector to be the rule not the exception, particularly through Local Strategic Partnerships. |

| Third sector participation in local decision making has never been higher on the Government’s agenda, and is now embedded within a wide range of policy. This places high expectations upon local authorities to show how they are supporting improved, effective third sector engagement in local strategic partnerships. From April 2009 this will be assessed as part of the Audit Commission’s comprehensive area assessments. |

You’re needed!
Everyone has a right to be heard when it comes to making decisions about local services. No one should be ignored just because they belong to a small minority group.
How to get involved
Your local infrastructure organisation – Voluntary Action, Council for Voluntary Service, Community Empowerment Network or equivalent – will be able to tell you more about your new local area agreement and how you can get involved.
If you’re not already in touch with them, contact NAVCA to find out who they are. |

| What are Local Area Agreements (LAAs)? |
Download |
| Local area agreements (LAAs) are three-year agreements, based on the local sustainable community strategy, setting out the priorities for a local area, as agreed between central government and the local area. LAAs are about ‘place-shaping’, a term coined in the March 2007 Lyons Inquiry report1 and defined there as ‘the creative use of powers and influence to promote the general well-being of a community and its citizens’. |

| Everything an organisation does, including the voluntary sector, must ensure that they have had regard to the general duties. So any policy, provision or activity must be measured against them In order to help Public Bodies (e.g. Local Authorities) a set of ‘specific duties’ were created. |

Communities in control:
Over the last decade, the Government has modernised the democratic system with devolved administrations in Scotland, Wales and Northern Ireland; a London assembly
and directly-elected mayors in England; electoral reform for European Parliament elections; and an end to the hereditary principle in the House of Lords.
Communities in control: real people, real power aims to pass power into the hands of local communities. They want to generate vibrant local democracy in every part of the country, and to give real control over local decisions and services to a wider pool of
active citizens. |
