The CAA is a framework for independent assessment of how well people are served by the public bodies in their area. It started on 1 April 2009 and is a rolling assessment. It looks at the whole area and how well local bodies are working in partnership to deliver agreed priorities such as those set out in Sustainable Community Strategies1, Local Area Agreements (LAAs)2 and the wider National Indicator Set3.
The third sector is an essential member of the Local Strategic Partnership4 and is recognised as having key roles in local decision-making; in delivering services, and in holding local government to account5. |

The Hyndburn Inter Faith Forum hosted an event at Great Harwood in June 2009 which investigated the links between faith and the environment.
Speakers from the Lancashire Council of Mosques and Christian Aid delivered talks on how their religious teachings cover the environment and how it is important for religions to work to support the environment.
Following this successful event this guide has been developed to provide a greater understanding of how faiths and the environment are intertwined and how different religions view the importance of the environment. |

Lancashire Locals Climate Change Fund
The Lancashire Locals Climate Change Fund enables local community groups to implement practical projects to tackle climate change. The fund was established in October 2007 and allocates £250,000 per year.
Grants of up to £15,000 are available for projects to tackle climate change, either by reducing emissions of greenhouse gases or taking adaptation measures. Voluntary and community groups are eligible for funds, and after technical review, the funds are allocated by local committees of county and district councillors.
The projects demonstrate that effective solutions can be straight forward to implement at a local level. Projects have resulted in improvements to the insulation of 18 community buildings and installation of 11 micro-renewable energy systems. Further projects have also promoted the practical actions that can be taken in improving domestic energy efficiency, choosing alternative means of transport and waste minimisation.
Examples of projects funded to date across Lancashire include:
• £800 for tree planting
• £6,000 for an allotment rainwater collection system
• £3,160 for ceiling insulation
• £2,180 for water saving devices & infra red motion sensors
• £15,000 for energy efficiency improvements and air source heat pump.

Hyndburn Borough Council has teamed up with Lancashire Probation Trust’s Community Payback department in a partnership that is the first of its kind in Lancashire,
The Council is funding a dedicated payback supervisor to get offenders working on community projects that otherwise wouldn’t get done.
The first of these projects is the path that runs alongside the railway between Accrington station and Oswaldtwistle station – locally known as The Black Path.

The Hyndburn Over 50s Forum is where older people are empowered to live their lives in the way they choose and where their skills and expertise are valued. The Over 50s Forum is a group of people with a desire to improve services for the over 50s in Hyndburn. These volunteers are willing to work together and use their influence to stand up for the interests of the over 50s.
It also aims to promote good relations, the values which underline equal treatment for older people and which contribute to the fight against discrimination and seeks to eradicate the stereotypical views some people have of the older generation.

Comprehensive Area Assessment, or CAA, is a new way of assessing local public services in England. It examines how well councils are working together with other public bodies to meet the needs of the people they serve. It's a joint assessment made by a group of six independent watchdogs.
Assessments will be made publicly available every year and will provide an annual snapshot of quality of life in the area. The first results will appear on a new oneplace website which will be launched on Thursday 10 December 2009.

On Monday 16th November the North West Counter Terrorism Unit (CTU) arrested five men following a 15 month investigation, focussing on offences relating to activities overseas and not attack planning in the United Kingdom. On Monday 23rd November four of those arrested were formally charged, one man was released without charge.
